This is just a guess, but I'd suppose the accent would be on the first and third syllables. Having never heard the word that is how I would pronounce it in my fake Eskimo accent. YouTube may be your friend in this instance.

Sure, I'm cool with that, although I probably can't pronounce it or remember it. It passed by a vote, let the people name it what they want. And it looks like it's not Utqiagvik, it's got an accent on the g, so it's Utqiaġvik.
