After reading some different comments from different people, I need to ask a question for clarification purposes. For the individual victory conditions, the Communist and Democracy governments state 1 victory point for each communist/democracy minor neutral respectively. What exactly does that mean? Are these points awarded at the end of the game if there are still communist/democracy minor neutrals left on the map? Are they awarded if a democracy takes over another democracy minor neutral (pretty much negating the -1 penalty for doing so)? Thanks for the help!

It's also worth noting that if a Democracy successfully invades a Democratic minor neutral, it's -1 VP for there no longer being a Democratic minor neutral and -1 VP for doing a military invasion of a minor neutral as a Democratic player.

On the other hand, both of those are balanced out by getting +2 VPs for occupying the space at the end, so overall it's a wash VP-wise (unless some other player takes the region away from you before the game ends... )

A Democracy diplo-blitzing a Democratic minor neutral would net +1 VP (2 for the region, -1 for the removal of a Democratic neutral).

It would seem that in the long run/long game, Democracy is at a disadvantage - no one ever wants to play the Democracy in the games where we've upped the eagle count to end game...but if you keep the eagle count to the original number - then the game seems to end just before it starts getting good.

It seems like fascists would have the advantage in longer games. The longer the game, the more opportunities to gain battle VP and the less likely neutral minors are to survive.

Fine tuning the victory conditions according to game length seems to be necessary. Any good ideas?

Perhaps democracies should be allowed to station peace keeping troops in (democratic?) minors. If attacked, they defend the minor along with any units of tat minor power, but cannot attack that minor. Peace keepers can easily be distinguished from occupants as there would still be a government indicator in the territory.
