The posted rules say that players decide in clockwise order whether or not to gain influence. That implies that all players could gain influence if they choose to.

But the last step one takes when gaining influence is to Stand the Cardinal up on his current space. As the Cardinal was laid down as a reminder that that Church scoring occurs, there is a possible implication that once he is stood up, that is the end of Church scoring.

So which is it? Can all players gain influence, and the Cardinal is in fact stood up at the end of the active player's turn? Or is it decided clockwise from the active player, and the first player who gains influence is the only one permitted to do so?

All players can score.
Step 4 should be set apart as the final step after all players has choosen to score or not.

All player can score. The Cardinal is only stand up at the end of the active players turn.
