After the first 6 train is purchased, all locals close and must be merged.

"If the players can't agree on mergers, forced mergers take place."

In our game played, all the locals still hadn't merged when we hit this step. We were confused as to how to implement these mergers as some owners definitely wanted some mergers to happen and some were not or not sure. Who gets to make the voluntary decision first? It mattered a whole lot as the first company to merge would get to act first in the following operating round, thus getting to place and orient the starting tiles on Sankt Polten or Steyr.

We eventually decided to go in local company order offering them choice. Something like this: "Company 1, Do you want to merge with anyone? No, Ok Company 2, do you want to merge with anyone? You do, ok who do you want to merge with? Company 4? Ok, you two merge."

Next Company 3, etc... Then the companies who did not voluntarily merge get merged in numerical batches.

Is that how it goes?

Our complaint was we couldn't find in the rules stating if there was an order to resolve the "voluntary" mergers. It can't be a free for all, as all three Major Locals start on space 67 in the order they are merged.

I realized this problem when I read the rules before playing the first time and we all agreed to play exactly as you did.

So while the rules does not exactly cover it, playing like that seems to be in the spirit of the rules and likely how it's intended to be played.
