Subject: Can you attack a city just to weaken its defences? rss

Say I move two land unties into a city region defended by 2 galleys. There is no battle, because land and sea units do not fight, but can I attempt conquest just to destroy the two galleys?

The rules say that in such a scenario conquest is not possible, but that doesn't actually answer whether a conquest attempt is forbidden or simply not possible because you don't have enough strength to succeed (but still allowed if you just want to weaken).

I get your point, but there's no such thing as a "conquest attempt" (in Antike).
And the only way to destroy galleys using legions is during the CONQUEST phase of MOVERE, a phase available only when "...the number
of military units inside the region at least meets the defense strength of that city."
