Why are two core sets required to play the game with 4 players? Is there a workaround that will let you play with 4 players with only one core set?

I'm sure you can find more detailed answers on any of 100 other forum posts on the topic, but the short answer is just that one core set does not give you enough cards to build 4 legal decks. Once you get a few expansions, you could play 4p with one core.

This is totally wrong. You can play with one core set...but FFG asks you to buy two cores because they can't allow 4 persons to enjoy from a 40$ purchase. In some states (and other countries like Japan) it is illegal to have a night of fun for only 10$ per person.

On a practical level...once you purchase the second core you get an online code to redeem which allows you to use the first core with 4 players. Before then the cards are blurry and cannot be used.

Remember, too, that with only one core set, you don't even have complete freedom to play with 2 players.

That is, since each investigator is of one class and one sub-class, any two of them share cards. So if you want to play with Roland and Skids, for example, you can't because you won't be able to build both of those starter decks at the same time. If you want to play with those two investigators, you have to have a second core set.

With one core set, you can build the starter decks for:

Roland and Agnes
Roland and Wendy
Daisy and Skids
Daisy and Wendy
Agnes and Skids

This is still enough flexibility to get a lot of value out of one core set, but you can do better with a second set.
