Can you build a building or deploy a mech on your home base if you have workers that retreated there? Player mat says build/deploy where you have a worker.

You can only build or deploy on a territory. The home base isn't a territory, so you can't build or deploy there (you really can't do anything on a home base).

Page 15 of the rules states that you deploy a mech on a territory with a worker. The home base is not a territory. Page 18 states the same thing, and even explicitly says that you cannot build on the home base.

It is an odd rule. Can't work out why you don't build mechs at your base, as that is where your factions infrastructure is located. Instead you build it in the middle of a snow field, and the iron doesn't even need to be located in the hex you are building it in.

I kind of see it as where they came from rather than where they're from. Kind of like a gateway or path to their home land.

Home base is something of a misnomer. This is not a base where you have staff and supplies. It is just the point from where you walk when you need to walk onto the board from the outside.

Off topic; I have seen it rather than "building" a new mech, that you are actually reclaiming/refurbishing one found in the wild with whatever you happen to have at hand. These giant looming mechs of a bygone era litter the landscape, and you've managed to cobble together a working piece of machinery. Kinda goes with the theme and backstory imo.
