The card says:

"All guards and captains within 4 spaces of a chosen space must move towards this space"

But how many spaces do they move ? I suppose they move according to their move value on the city guard sheet: 3 spaces for the guards and 4 for the captains.
If so, what if several figures may reach the chosen space, knowing that only one blue figure (guard/captain) can occupy a single space ?

Thanks.

Guards and captains moves for as many spaces as much movement they have. By default it is 3 and 4, just like you said. But if any card changes that value they move with the modified movement.

As for the second part of the question - player with First Player Token decides which guard goes first and occupies the target field, then he moves other affected guards and places them next to the first guard.

Hope I helped

Another related question which came up during one game yesterday. When playing the noise grenade, when exactly are the guards moving? Do they move when the noise grenade card is resolved? Or do they still only move when it's their turn initiative-wise, and the grenade changes where they head to?

They move additionally to their normal move. So after playing noise granade you move all affected guards. Then, they move normally according to their initiative, of course if they haven't moved yet.
