The strategy value is the number of Art of War cards a unit gives you when you recruit it. Odysseus, for example, is a pretty smart guy so he gives you 3 AoW cards. Heracles on the other hand, while not dumb, is not as strategic as Odysseus and that is reflected in him giving you only one AoW card.

This stat is really key in the Oedipus vx Sphinx add-on as both characters have Powers related to Strategy : - Units with 0 strategy have to pay 2 Art of War cards to damage Oedipus. So he does not have to fear much from Troops, and low IG Units such like Cerberus... - Sphinx has high stats in attack and defense. But both Stats are reduced by the Strategy value of the Units She fights with. In other words, Sphinx is good against Ares or the Hydra (Both 0 in Strategy) but it is weak against Athena or Odysseus (both 3 in Strategy).
