That sounds a little like Shogun, or Senji, Takenoko has about the same skill level required, has tile laying, though in game as opposed to during set up. Knizia's Samurai has very simple rules, but can be more of a brain burner . . .

Senji is fun, but it plays best with a full five or six, just so you know. Samurai and Takenoko play better thru the range of their player counts. Takenoko is probably the most Catan like, but none of these games are are just a re-theme of Catan, they all play a little bit differently.

Does Takenoko or Samurai as some kind of negotiation with friends like in Catan?

Samurai, absolutely not.
Takenoko, only as table talk, it is not part of the game mechanic.
Shogun, easily, it is a game of multiplayer conquest, lots of room to make and break alliances.
Senji, it's built right in, there is a whole game mechanic and game phase that is all about negotiation.

Yedo comes to mind.
There's not a lot of negotiation but there is an auction system as well as parts where you can trade stuff.
The theme though is amazing though.
