What do the card symbols actually represent? Political allegiance? Social caste?

Yes, the symbols are crowns, coins, and swords. The characters that are part of the rebellion generally have more swords, the rich characters or ones that are pursuing money have coins, and the government officials and those against the rebellion have crowns.

Each character has been assigned symbols based on their role in the novel (with some tweaking based on playtesting, of course). It's one of the ways that the theme from the novel and musical really come out.
