Sounds like the sort of thing you might find for model train dioramas. I don't know about the scale though. I'm not really a model train person, but I have spent enough time around hobby shops looking for terrain to know that the train people have just about everything. Try a local train store, some one else might be able to fill you in on scale.

I believe Warhammer is a little bigger than 25mm. HO train scale is about 20mm, so that's definitely too small. I found a train scale converter on the Web that had this info:

1:32 I scale
1:48 O scale
1:64 S scale
1:87.1 HO scale

S scale would seem about right to me. For S scale, a 6' figure would be about 28mm high.

Well, there are those "cheapie" plastic kinds from such as your local $1 Store variety, and I've even seen "Policemen" kinds! They are quite BIG and I'd guess at around maybe 54mm? Then we have these sort that aren't so "cheap" Those are 'S'-scale or 1/64th and this "group" costs $10:

while this other is $15:

You can also obtain them pre-painted at a hefty cost!
Here is the site for those last guys:

You may even find these at larger sizes than what I've provided examples with here.
