▶ The number of cards spent must match the space your
reporter occupies AND the size of the Story tile you claim

Example: Brian has a reporter on the 3-size Story space.
He spends (discards) two Business News cards, each with a
photo icon. So he claims the matching Story tile (2-size). He
could, alternatively, have played a single photo News card
and two photo cuttings to claim the Story.

Question:
Why 2 and not 3 Cards? The reporter stays on a 3-size Story space shake

3-size in the example is referring to the number of CP the tile generates. a 2x1 tile generates 3 CP.

I will agree the terminology could have been stated differently, but the example does show the correct information.

You've spotted a typo ... the the example should read:

Chris is partly right: a 2-size story earns your 3 CPs, but that is not what the example is meant to be showing here.
