On the last page of the Rulebook, at the end of the Foreign and Domestic Affairs section, it states
There is now one uncommitted smuggler so Dent takes a single die from the dice pool and rolls it, adding it to the demand of region A.
The uncommitted smuggler referenced is apparently the one in the inner sea zone of supply chain A3 (the short chain), which had been broken by Dent's removing a Bureaucrat during the opium war. (The smuggler in A2 was uncommitted at the start of the F&DA phase.)
However, also during the opium war, Dent had used a British influence to open the port in Region A. According to Rule 6.2.3(2):
Once a port is open, ... the outer and inner sea zones merge into one zone. Remove any Smugglers in the inner sea zone.
Shouldn't the smuggler in supply chain A3 have been removed? In that case, there wouldn't be a die added to the demand, would there?
