"At the Smithy, you may spend 1 ore to receive a blue tile with a forge tongs symbol."

I would like to confirm my understanding of this text.

You don't have to pay any silver for the tile? You simply pay the 1 ore and receive your choice of any of the unclaimed special tiles with the forge tongs symbol?

And of course the blue/grey confusion. In this text "a blue tile" includes the grey tiles from the tongs section of the oval board as well as the jewelry tile from the bin of regular blue tiles?

Correct on both counts.

You ignore the silver cost, you ignore the sword cost, and you simply pay ore.

All "grey" tiles are considered blue, so yes you can also craft the jewelry. Note that you can craft the crucifix even though it is in a different section.
