If you want specific dice for a specific character, you can purchase them from third-party sellers. CSI, for example, sells individual card/die combos, so you can usually purchase the Common version of the card for like $0.25 just to get the die.
From Wizkids themselves, the only way to guarantee anything is the Starters or the Team Packs. They each come with a pre-determined mix of 8 characters (with 3 cards each) and two dice for them. Everything else is blind draw from boosters.
As mentioned, you can pretty easily find Common/Uncommon sets on eBay for decent prices, sometimes even Common/Uncommon/Max Dice (typically 4 dice/character). Another more expensive option is buying an entire Gravity Feed at once. There is definitely still randomness, but you can count on (generally) almost 2 full Common sets, a full Uncommon set (perhaps missing 1-2 cards), approximately half the Rare cards, and 1-2 Super-Rares. This ratio has held pretty firmly for every set that has a 90-ct Gravity Feed (so, everything other than AvX).
