Everything except one sentence is clear.

In the middle of page 13 is an example which I don't understand.
Why should it not be possible to have 8 ressources to pay for upgrading a mine from Antike to Age II like in this example?

If you're referring to this:

Quote:

in the example shown you only have 6 resources, the bit I quoted above is talking about building a new Age II mine costs 8 resources - as you only have 6 resources you can't afford it.
