The rules say campers can drop a token on an adjacent white dot. What about the current location?

The rules say campers can pick up tokens during or at the end of their movement - can you pick up a token on your starting location (before movement)?

As someone mentioned on another thread, #1 alone allows token shuffling... drop a token in front of you, pick up current token. Move foward, drop token in front, pick up, etc.

#2 would at least reduce the efficiency of that operation...

Yes, if the token is in Camper location.

So effectively campers can carry 2 keys or 2 of the same token while moving and technically only have to drop the extra at the end of their movement? Furthermore, since they can pick back up and continue the shuffling during their next turn or since they can use a second identical token on the same turn if they use immediately upon acquiring, why even have the drop requirement?

In the end this ruling effectively means you can carry up to 2 keys or tokens of the same type. Seems like rules would have been less confusing to just say this. Am I missing something?

Bottom line I am getting ready to teach this and would like avoid beating around the bush with all the carry and drop rules and avoid all the unnecessary token manipulation on the board during movement and just tell campers they can move with 2 keys etc. IF the designer(s) are saying this is really OK.
