May a card be played as a Conspiracy if it is an outnumbered or evenly matched number of attackers? Thus trade the card Agents for an equal number of Defending Ruling Class Tokens.

I think so. At least I don't see a rule prohibiting it. Likewise for battles/campaigns.

Agreed with Chad and Rich. Its a common tactic to launch two conspiracies against an empire, the first doomed, the second triumphant.
