I have the alternate Location I card in play that reads: "After escalation each round, if there are less than two obstacles at this location, add cards until there are two obstacles." On the previous round I drew the Chunk Encounter card that reads: "Skip the next escalation phase." On the round that I skip the escalation phase, do I still trigger the Location I card's effect?

My read is yes, you still trigger the location effect, because it occurs 'after' escalation (regardless if there was an escalation phase or if it was skipped).

I'm loving the alternate location cards. I highly recommend players select random location cards after a few plays with the starting locations.
