The Saucy Jacky letter is the only letter that involves the police tokens and does not state that Jack cannot look to see if it is marked, unlike the other 2 letters. What is the rule on this, can Jack look to see if they are marked?

The difference in using the Saucy Jacky letter is that the police tokens are chosen by the Jack player but moved by the Head of the Investigation player. The Head of the Investigation would/should already know the true identity of these tokens and can place them accordingly.

The other two letters are both chosen by Jack and moved by Jack, so they had to stipulate in the rules that Jack can't look at them while he's moving them.
