Instead of secretly dealing out the green and blue contracts, deal out all the sets of six face up, keeping each sextet separate from the others. Players then simultaneously reveal secret bids consisting of a number of VP they are willing to start in debt (use whatever means you like: written, pennies under a palm, game coins under a palm, etc. Players may not gain VP by submitting negative bids. Track each player's bid using one of their unused figures, which represents their negative VP. Working from high bid to low, players their group of six cards. Ties are resolved by all tied players submitting new bids which may not be lower than their previous bid. If another tie ensues because no player increased their bid, then resolve it by random die roll; otherwise tie breaking continues until someone has outbid or no player increased their bid.

During scoring, a player's normal scoring disc may not be moved until the figure representing their negative VP score has returned to zero, at which point it gets removed.

2 player - same thing, but use some other way of tracking he negative VP scores, perhaps by each player claiming one of the two unused colours.

Oh, and if you want, highest bid becomes first player.

The trouble with a blind bid it it adds randomness because if someone bids a lot more or less than the others they are disadvantaged

I think I would prefer an auction more like age of steam, cards are chosen in reverse order of dropping out, but that would probably give an advantage to whoever bid first.

Maybe whoever wins the first bid pays and chooses a set of tiles. Everyone else then rebids for the remaining tiles. That at least gives the losers some information they can use to adjust their bids

Sounds good. Whatever "floats your boat". My view is that if we are going to call them government contracts, then they should play like government contracts: companies should have to tender bids.
