Remember that the first player gets to fill the office first. If not it is offered to each player in turn.

Question: It's the duty of the 1st Player to fill empty offices. This is supposed to be done randomly. However, players are allowed to fill offices (only following an usurpation - purchasing an office as they wish - assumed to be done in player order). Is this the way everyone else sees it? That players get an opportunity to purchase an office before the 1st player fills them randomly?

Filling offices essentially goes in two rounds. The first round is described in 6.1.1 where the first player selects a vacant office and each player in turn (starting with the first player) may pay 2 IP to fill the office with an eligible character from their faction; then the first player selects another vacant office, etc. through all vacant offices. Once all vacant offices have gone through the first round, any remaining vacant offices go through a second round in which they are assigned randomly as described in 6.1.2.

The process is the same whether or not it follows a usurpation.

So this could take a little time.

I see we saved some by players declining a number of Offices outright (In this case the ambassadorships.)

If anyone has any suggestions on other ways to do this, feel free to suggest.

So far four of the five possible players have either declined any of the Ambassadors or are unable to purchase them, lacking IP's.

That means we're waiting on David to let us know about the Ambassadors.

Once he does that, given he doesn't want any of them. Then I can randomly assign the Ambassadors by drawing loyalty counters from those who are capable of holding offices. I've made a list of these.

You need to offer all of the offices before you can do any random assigning.

You can't get a random assignment of a noble that the owner was waiting to put in a different office.
