Napoleon: The Waterloo Campaign, 1815

The 4th edition is still in print from Columbia Games.

Assuming that theme is war.

ASL?

Kidding, or not. Countless of hours to study and have fun. Couple of supplements are of course needed besides of the rule book.

A few that could be interesting if there is time and space and no hurry anywhere.

- Sea of Glory
- Hannibal: Rome vs. Carthage
- clash of Monarchs (could be played with four but two is optimum really)
- Fire in the Sky
- Pacific War
- Panzer + supplements
- Wilderness War

- Any game in Fighting Wings series (Whistling Death for example)

Immediately thought of Rommel in the Desert, and see that Bill already beat me to it.

After that, I'm afraid your criteria is so broad as to include virtually all wargames, which are:

a) almost all designed for 2 players
b) somewhat to extremely complex
c) long compared to any other gaming genre
d) fun

But, keeping in mind it's a gift, I'd also recommend
EastFront II - simply one of the best games in the hobby
Napoleon's Triumph - another great game, with super high quality
Flat Top - another great game, though it will be used copy and not as physically attractive as the rest above
Red Winter: The Soviet Attack at Tolvajärvi, Finland – 8-12 December 1939 - great game, best rulebook ever written. Your Dad may enjoy just studying the Players Guide
Band of Brothers: Ghost Panzer - tactical level, and part of a series

I would second ASL but I would begin with one of the starter Kits.

Federation & Empire playing all the scenarios out using Star Fleet Battles.

I think that meets all your requirements perfectly.

These are older but good games. Not too complex and not too long for war games. Good gameplay, strategic enough to be very challenging. I think just good games I have played between my dad and me, my son and me and friends and me. May be hard to find but certainly attainable.
Try:
Storm Over Arnhem
Breakout Normandy
Midway
Battle of the Bulge

Good luck.

What you personally like is subjective, but looking at the top 100 wargames, and starting from the top, here are some dedicated 2-player wargames:

#1 Twilight Struggle
#3 Paths of Glory (somewhat complex, I think, certainly not a beginner's wargame)
#4 Combat Commander: Pacific
#8 Sekigahara
#9 Combat Commander: Europe
#11 Hannibal: Rome vs. Carthage (soon in print, I think)
#13 ASL (extremely complex, unless you are sure, I would go for ASL starter kits instead)

For the various ASL suggestions out there, most ASL games
play in a couple hours.

To achieve long playtime however, the historical modules can
give the longer times which you desire. I know when
we had Red Barricades: ASL Historical Module 1 set up, we manage a couple of months
of sporadic play.
