Does such a thing exist? I'm thinking of something like a mash-up between Agricola and Sid Meier's Civilization: The Board Game. "Explore adjacent tile" could be an action space, for instance. I don't know how extermination would work with pure WP mechanics, but I'm enamored with the idea. Anything close to this?

Nations is a little in that direction. Not quite "worker placement" in that sense, though.

Have you played Dominant Species? It uses a worker placement engine to power a game of exploration, extermination, expansion and evolution. And it works incredibly well.

the closest I can think of is

Archipelago.

The Golden Ages uses a form of worker placement too.

Empires: Age of Discovery is very much a 3x game. Worker placement is at the core of the game and it has explore, exploit and expand, but sadly no exterminate. However, hostile actions are a part of the game and can play a big part if players go that direction.
