Just played for the 2nd time ever (and the first in over a year).

It seems that if you close a nebula that doesn't already have any emissaries in it, your best strategy is to place a rogue ship, rather than an emissary.

This is usually a nebula with just 2 or maybe 3 tiles, it will get 2 or 3 crystals. If you put the emissary on their, it will take you another turn to change it into a research station, and then you only start collecting the turn after that. There's a good chance another player will have a rogue ship there by then and have already started stealing your crystals.

If instead you drop the rogue, you start taking crystals the very next turn. And as an added bonus, you get already have that ship on the board to be used later.
