This epoch 1 technology let's you place 1 rebel in the galactic senate each turn.

This technology feels worse than the rest.

For example, there is one that just gives you 2 extra rebels each turn. (These could both just be placed in the senate, but also have flexibility to do other things)

There are also 5 techs that gives 1 specialist. (These could also be placed in the Senate but have flexibility.)

There is also a tech the gives you 1 hero to the convert mission space, which is strictly worse than the hero, but at least the same number of units as the +1 hero tech.


So what am I missing?

Should the tech be +2 rebels in the senate, or +1 diplomat into the senate?


Feels weird to have a tech that is strictly worse than 7/12 of the other techs.

Should we just expect this tech to be picked later than other techs?

I seem to remember seeing posts from the designer where he said he doesn't feel all tiles/cards must be equal in power, as long as a card/tile isn't so overpowered as to be game breaking.

Since there are 5 Tech tiles available each turn regardless of player count, in the base-game maximum of 5 players each player can get a Tech tile on the same turn. Having some tiles be "better" than others puts emphasis on being earlier in the player order so you can get a better tile. If you don't think you can get one of the better tiles on a particular turn, take first position on the Initiative track and grab a better building next turn (assuming some are purchased this turn).

Right, it does make sense not have all of them equal.

This one just feels a lot worse than others. (you might situationally take it over getting credits each turn or getting more military cubes (or perhaps if you would rather have 1 strength in the senate over 2 strength for covert actions).

1 strength of action vs every other person giving you 2 strength of action, most with more flexibility.


But it doesn't seem like I'm missing something ruleswise, so that is good.

Ooo, I found one added benefit.

During phase 4 of a given round, you get to use your technology. During phase 5, scoring occurs, which includes the senate.

So you technically get to take advantage of the technology 1 more time than other technologies that award you people.

This does mean the this technology might end up being the best in situations where that extra person will grant you plurity in the senate (for round 3 scoring).

I'd still say this is likely the worst of the epoch 1 techs, but that is at least a small possible benefit.

Yeah, I hadn't thought about the timing of the Tech benefits vs. scoring in rounds 3, 6 and 8. You get this one rebel in the Senate right before it's scored, so it could be a "sneaky" way to either tie or win the Senate.
