Subject: Syndicate Strategy? rss

I've played other COIN games many times and I have just started playing Cuba Libre. In a recent playing one member of our game group decided the best strategy for the Syndicate was to pass every single turn no matter what. Then on the card before the propaganda card, he proceeded to build a lot of casinos, etc. It was his opinion that was the only route to go for the Syndicate.

I am not in agreement, but still I wonder what is the best strategy for the Syndicate? Unlike Andean Abyss, there are no far off jungles to hide your bases or casinos out of the way the other players. I am interested to hear what others have to say about Syndicate strategy.

That sounds like a rather risky strategy, for several reasons:
- Construct either places or opens a Closed Casino in each Construct space. In order to gain Resources, place Cash or win the game, the Syndicate needs Open Casinos, requiring either two Construct Ops or a Reset Phase before they can make use of their new Casinos.
- The Construct Op is only allowed in spaces with either Govt Control or Syndicate Control. By Passing until the end of the Campaign, the Syndicate is betting that the Govt will manage to keep Control of enough spaces without Syndicate help.
- Passing all the time means giving the other Factions more opportunities to play Events or execute full Op&SA combinations.
- The Syndicate isn't guaranteed to be able to execute a full Operation on the last card before Propaganda. They could easily be stuck with a LimOp, or even find themselves 3rd in the Faction Order and thus unable to do anything at all.

The most common Mob strategy I've seen is to use Cash rather than Construct to place Casinos, and then build up enough of a treasury that they can use the threat of Bribes to keep the other Factions from harming them.

Thanks for the input. I don't see though how Cash can be used instead of construct to place Casinos.

I assume Oerjan is referring to this ability as described inside 4.5.2:

Exactly. Note the reference to 6.2.4 at the end of Ed's quote:

of that Faction at the Cash’s location (within stacking, 1.4.2)

location. NOTE: Bases placed or Casinos opened at this point can
affect Control or Game End victory (1.7, 6.3.5, 7.3).
