I'm guessing scenerio specific and can't be used in your deck building?

the star means it is unique and only one of the named card can be in play at a time.
I don't understand the second question.
Allys work no differently than any other card in terms of deckbuilding. What exactly is confusing you about them?

That means that card is unique and only one of them can be in play at one time.

Also, off topic but related, exceptional cards are ones that you can only have one of in your deck.

The star indicates a card is unique. See page 20 of the Rules Reference Guide.

You can use any card in your starting deck that has no experience cost and matches the deck building options on the back of your investigator card. See page 8 of the Rules Reference Guide.

Im jumping the gun before fully digesting the rules.

So are there any deck building cards (assets, skills, or events) that can't be used because they are scenario specific? Like maybe you meet one of the ally's in a room in one of the scenarios. Card 117 I'm reading on threads that its needed for a scenario? Sorry if I'm totally off on this.

Correct, there are cards, like the one you mention that you can't put in your starting deck and you can't buy with XP between scenarios. They have a different icon where the XP dots would be. You'll see it when you have the cards.
