I have already asked this question on the Argent: Mancers of the University forum but didn't get any answer so I'm asking in the base game forum.

The Assassins Scenario card wrote: "Face-up Voters cannot be assigned Hits".
What count has Face-up Voters?
Is it only the 2 from setup (Most Influence & Most Supporter)?
Or does a Voter with a Mark from every player count as a Face-up Voter?

Also, in a 2 player game, does a Voter still require 3 Hit to be eliminated?

I think face up voters are any voter who has everyone in the game looking at them. So if all the players have seen a particular person, then it is simply revealed. It should also include the two from setup.

"Also, in a 2 player game, does a Voter still require 3 Hit to be eliminated?"

No idea on that one.

The designer reply in this thread in the Argent: Mancers of the University forum.
I am copying his answer here:

Only the voters that start face-up.

Yes, though feel free to reduce it to two if no assassinations are happening in your two-player games.
