I'm sure this is correct, but just to be sure....

France/Italy draws a Italian Build Navy card at end of Turn 1. Italy cannot build a navy until they have an army in Rome, correct?

Similarly, the United Kingdom play Gallipoli on Turn 1, and land in Istanbul. The Ottomans can't play Build Army cards now until they get that back? They somehow must synthesise an army and re-take it?

1) Correct. Each country (Italy included) must first have an Army in their home space before they can build anywhere else, since all supply lines have to lead back to the home space.

2) It is impossible for the UK to play Gallipoli on Turn 1 (well, technically they can play it, but it would not have any effect).

The card instructs to Build a Navy in the East Mediterranean. Remember that the prerequisite for building a piece is that it must immediately be in supply. Now, the UK starts with an Army in the UK, and a Navy in the Atlantic. A navy placed in the East Mediterranean would not be able to trace a supply line back to the UK, so it cannot be built there. Similarly, neither the Build Army nor the Battle part of the Gallipoli card can take any effect, since they each require an adjacent supplied piece.

In order to meaningfully play Gallipoli, the UK needs to build a Navy in the West Mediterranean first (which is usually a cue for the Austro-Hungarian player to build in Istanbul on the next turn, drafting first if necessary).

In general it is true, however, that a country having its home space occupied is mostly screwed (they can still recruit, do economic warfare and attrition, but they can neither build nor battle, and don't score either) until their team mates manage to liberate their home space again.

Thank you - I just assumed the Event cards are taken at face value, so just popped a fleet in and wandered into Turkey. Of course it makes much more historical/thematic sense this way. Basically, the Ottomans can see the fleets building into the Mediterranean, and have time to draft a Build Army card to prepare for the invasion.

Great game, btw - just got greater
