Situation: I'm playing a two player game. In one region there are two armies: 1 Reformer and 1 Burgher. Normally these armies would stand off and be exchanging insults and therefore be unable to besiege a city. But since these armies are allied in a 2-player game, can one or both of them besiege a city?
Also in this situation, could either of these armies exercise military influence? Normally they can't b/c of standoff rule but since these armies are allied in 2-player game, are they in standoff mode?

They are allied so they do not battle each other, but they do stand each other off and prevent military influence as well as sieges.
