Why are there 45 turn spaces on the 3rd edition track?

If you are talking about the large block of numbers in the south east/bottom right corner then that is the score track.

The third edition keeps track of turns on the track on the board instead of a turn sheet. I like to use a sheet anyway to keep track of the relative number of marches each side received. It's good fodder for the inevitable claims of winning or losing due to luck. I'm not sure if that answers your question or not.

I'll rephrase.
The game is supposed to max at 40 turns, correct?
There are 45 spaces on the turn record track around the board.

I believe one of the optional rules is to play through the end of 1865. Without having the game in front of me, what is printed in the last space on the turn track?

Yes, there is an optional rule that if both players agree in advance, you play to the end of 1865 rather than the July turn of 1865. That makes for 45 turns instead of 40. I'm not sure why you would want to make the game longer, though. I much prefer it when there is a sudden death victory, than a long grinding game to the bitter end.
