I'm not a great lover of variants, so feel free to trash this suggestion!
This works for 2 and 3 players.

Put out the Three characters as normal.
The start player chooses one, turns him over, and places his 1G on one of the other two.The second player may only choose from one of the remaining two,one with a 1G bonus. He chooses and places his bribe on the remaining character. If there is only a 1G bonus on this last character, take a further 1G from the supply and add it to the bonus.

I think you will find that the decisions about character choice are now much more delicate. There will be more room to influence other players
plans, but at what cost to your own!

I'm not saying this improves a really good game, but if you find
yourself in a 2-3 player game, it might spice it up every now and then.

Through 100+ games, I rarely find a character choice to be easy. In the first two phases, you are torn between that 4 point Night Watchman or the 1 point and 2 cubes Monk. Always taking the character that gives the most points early on will, ironically, not get you very many points in the end.

Not having a certain character available is also damaging to the game. Sometimes, based on the cards I get passed, I am planning for the Guild master and later, the Mayor. Or, in a totally different game, while focusing on one building, I need the Lady in Waiting to be competitive.

What you say is true Matt.
But with the variant you'll have one more thing to take into account.
Choosing what you need, or depriving some other player what he's desperate for!
In Puerto Rico, or San Juan, I'm also torn between several roles.
Sometimes you pass on your preferred choice because in the end depriving
someone else theirs is a better move, and maybe more fun too!
I don't think ND needs changing or improving on, but every now and again
instead of putting ketchup on you burger, you might feel like a little
chillydevil
