If I am not mistaken, it is only a "standardization" as different tracks have different pitstop requirements depending on the amount of fuel you carry and repairs you want.

If you enter the pit lane at a higher speed than the maximum speed, there is a 2-square per speed penalty. So, in general, the pit lane higher numbers are in case someone suffers from the pit lane penalty. (Example: Max speed to enter pit lane is 3, someone enters at speed 5, that is a 2*2=4 square penalty -- must now be in the pit lane 4 extra turns to get the same effects.)
