So, I assume Special Forces conducting Interdiction use the terrain row under the RAID column? And just to be sure, would the Survival roll then be +1 or +2? If it's +1, then I think a way to clear things up nicely would be to rename the column RAID/Interdiction and the Survival DRM "Raid/Interdiction +1". The rules seem to unnecessarily dance with both terms.

Yes. The boxes labeled "Interdiction".

20.2.1 specifically defines Interdiction as a Raid. So, it's +2. +1 because it's a Raid. And another +1 because it's Interdiction.
