Does this mean that if there are 3 cells in the country I can remove the 3 cells?

No. The card tells you to remove 2 Cells, so you only remove 2.

Understood. What was misleading was the wording "remove the 2 cells" instead of simply "remove 2 cells".

That would allow the player to remove 2 Cells from anywhere, rather than "...the 2 Cells" from the aforementioned Regime Change country.

Yep.

Volko/ Toppen/ GMT etc spend a lot of time making sure the wording is pretty precise to avoid this, and for the majority have done an excellent job.
Even so, there are bound to be a few that slip through the cracks with such a language heavy game.

There are other games where the time wasn't put into the wording and led to huge ambiguities with interpretations.
