A. play of the 'Non-Combatant' card illegal (and discarded per 3.1.1.2) as it only applies to undamaged Merchantmen? or...
B. play of the 'Non-Combatant' reaction card resolved normally except that the "-2" modifier is not applied to the attack?

This issue came up in a solitaire game as the phantom player generated this reaction to the live player's intercept. (I played it as choice 'B.')

Play of the 'Non-Combatant' card is illegal vs. a damaged merchantman (and discarded per 3.1.1.2) as it only applies to undamaged Merchantmen.

In a live action games, a player would not play that card knowing is is an illegal play. In a solitaire game, the action is ignored.
