I assume this is allowed, but if a Rancheria has no bands in it, can a band from another Rancheria, or at least one that originated in another Rancheria, move to the band-less Rancheria and become a part of it?

(either move directly from one Rancheria to another, or have a band that started in another Rancheria and stayed out, subsequently move to the band-less Rancheria...)

Yes. Bands are not "married" to any particular Ranchería. This represents the rather loose affiliation that bands had to any particular headman. Historically this led to major misunderstanding by the Colonial powers who insisted on dealing with a chief of all the Comanche.
