What is the difference between this two cards?

Containment: ...They cant use Events from cards they played themselves to deflate dteir DEFCON...

BoP: ...They cant play Events to deflate their DEFCON.....

You can normally play events your opponent reveals, if the event is for your side.

Here's how I would parse the 2 cards:

Containment still allows you to use events from your opponent to lower your Defcon. However, if the event comes from your hand, then sorry, can't lower your Defcon after Containment is played on you.

Balance of Power says you cannot use events AT ALL to lower your Defcon.

YMMV, and I will cheerfully delete this post if the designer's state otherwise.
