In deals, companies are striking deals with rival companies, not players; but can players make deals that pay directly to their personal treasury from your personal treasury?

IE:

Deal between
company A (Owned by Tom) and
company B (Owned by Alex);
buy a land card for $2
but I also want $3 personal cash from your personal cash.

I understand that no monies from the transaction between companies cannot be stolen from.

But my query is specifically about personal cash transactions.

Any help on this would be helpful.

No, player cash cannot be used in deals. Player cash can only be used to acquire status symbols or new companies (in phases 9 and 10).
