It's not specified in the rules and it is not so unlikely to happen. Only 23 towers are enough to block the whole board:

Is the game undecided? Doses the first unable to move lose the game? Or is the winner evaluated as usual?

I imagine that you would then just proceed to score the columns and rows to see who wins. In your example there are two columns and two rows that are score-able.

If playing the Enhanced Game (with or without the "tactical variant") if the concessions have not yet been acquired, it seems to me that the next person to move would have a free choice of concessions (obviously the one producing the greater score) since he would have more than one, albeit useless, rig to use as payment.
