The 2016 rules state you get an Opportunity card on a roll of five or less.
The Classic Rules state you receive Opportunity Cards on a roll of 3,7, or an 11. Which is it?

Both, but only one rule in a single game.
One is if you are playing under classic rules, one is if you are playing under 2016 rules. Think of the classic rules as a variant for the 2016 version.

Note that both ways mean that you get a card 10 times out of 36 possible rolls so the same odds. But the "5 or less" rule feels more like a compensation for a bad roll, instead of blind luck, so I like this version more.
Possible house rule: on a roll of a double 1 or 2, player must choose between opportunity card and extra roll (either way they have good luck, and redresses balance back to original where by definition you could not get a doubel and a card in the same roll).
