If you have a city with a coin icon in one of its outskirts squares, do you have to put a building or figure on that square to claim that coin on your economic dial?

You add that coin on your dial if you DON'T have a building on the square. When you build a building or a wonder you loose everything printed on that square including production, trade and resources. It doesn't matter if you have a unit on that square as long as the coin is on your outskirts.

If it is not in the outskirt of one of your cities, then you have to put a Scout there.
