Got hold of a spare Romulan Expansion set, which came minus the ships, but had all the other components, including the extra Location Tiles. So I had an idea for creating new Location Tiles representing the "Homeworlds" of each faction as follows:

FEDERATION: Earth
KLINGON: Qo'noS
ROMULAN: Romulus
DOMINION: Cardassia Prime


All the tiles would have similar Lore as follows:

Acts as an additional Command Post for (FACTION) ships. No one may play Control or Installation tokens here. Encounters requiring Control tokens or Installations to be played/established here or the Location Tile be replaced are discarded and replaced with a new Encounter. If a Combat occurs here, all (FACTION) ships get +2 Weapons or +2 Shields for that Combat.

ENCOUNTER: 1-3 / SIZE: 8

Yes, this means that Reinforcement ships can be launched from an "allied" Homeworld, and Repairs can be done there as well (including "Improved Repair" Bonus Actions). Rules would suggest that the number of Location Tiles to be used for the game be dealt into a pre-selected pile, then discard enough tiles that all the Homeworld Tiles can be added to this pile, shuffled and dealt out for the board. (Yes, this means it's possible for a Homeworld to be located close to an opponent's Command Post, or to have neighboring Homeworlds, but then again, it's possible for a Wormhole or Black Hole to be placed anywhere as well, so it makes little difference in my mind.)
