In the rules there is this variant:
Last player removes 1 technology before players draw hexes, but not in a way that some technologies become inaccessible. This variant can have a big or small effect on the game depending on which space is empty.
Normally you fill up the board with technologies (for all player counts, but the VP total needed to win is higher for fewer players). That there are more available technologies per player when playing with fewer is a good thing, it makes it more likely that players follow different paths in building up their engines.
Ideally the number of technologies should increase with more players, but that does not work well as there is too much choice, players become overwhelmed, the variation between games suffers and just inventing all the earlier (cheaper) technologies becomes more viable.
So the base game works very well and gives you enormous variability. This variant was added as a simple way to add even more variability, to create many many more variant technology trees without having to print lots of new boards.
It works to remove 2 technologies too, but there are not that many options for that and it reduces the possible paths a bit too much (making the player engines look too similar), so I do not recommend that.
