There are no separate 'supply checks' necessary because such condition of an army is intrinsically built into its current status of being either fresh or spent. If an army is cut-off, spent, and can't refit, it will be eliminated if forced to retreat and has no friendly area in which to do so. It will not be able to refit and be made fresh unless it can trace a valid path during the production phase and have production points allocated to it. Spent units may not attack nor may they maintain their position if defeated in an attack (being flipped from fresh to spent). A spent army forced to defend (which only happens if no fresh units are available) would be forced to retreat (along with any other spent units in the area) if defeated in combat.

Just to follow up, and to be explicit about it, my understanding is that a Fresh army that cannot trace a supply line may still move and attack (and advance), subject to the normal movement and attack restrictions. Is that correct? Thanks.

That is correct. Cut-off armies that are fresh may still attack normally (perhaps attempting to break out) but will not be able to refit if they can't trace that supply in the production phase. If they don't attack they would still be fresh regardless of whether they are cut-off.
