This came up in our first game. In phase three, using a luminary with two $ gives you a discount of $6,000, right? Does this mean you can get paid for starting a project in a small city, which has starting cost $4,000?

Think of it as a discount, not that you're buying a project and then gettig refunded your $ rating.

I would take bigTmarv as implying "No." (Thus you don't pay the $4000 for the small city and do not collect $2000 "change.")
