Although this has been discussed before, I'm not sure why this wasn't implemented.
Anyway, this is my take on it.

New Rule:
[9.6.3.1] SILENT RUNNING.
A submerged U-Boat may rig for silent running in order to evade possible detection. A minus one modifier is applied to the [E2]Escort Detection Chart if taking this action. The U-Boat may not implement [9.7]Following Escorted Ship or Convoy when taking the silent running option.

I think it is just implied in the game that the boat is 'rigged for silent running' anytime it is being pursued by an escort, as I'm sure was the case in real life.

I make a few house rules of my own that increase my enjoyment of the game. If you like your 'silent running' rule, I say use it. What I do like is the added layer of decision making…'should I, or shouldn't I ??'
