This card has an objective that says, "When the round ends, investigators in the Hallway may, as a group, spend the requisite number of clues to advance. Since this is a "per investigator" task, im assuming it means clues equal to 3x each investigator. However, the objective says investigators in the hallway. Does that mean if only one investigator in a coop game (2-4 players) is in the hallway, at the end of the round, needs to only spend 3 clues since he's the only investigator in the hallway or he/she needs to spend 3x every investigator, such that he needs to be carrying 6-12 clues in a coop game?

Per Investigator is always the same number. You'd have to spend the 6-12 clues.

You have a quantity of clues that need to be spent.

All investigators that contribute to that quantity must be in the hallway.

It's technically possible for only some -- not all -- of the investigators to have all the required clues, meaning the other investigator(s) (not contributing any clues) could be in the attic/cellar.
